Unlike normal weather conditions, when you are in a place with freezing temperature i.e., below 0°, water is bound to freeze as soon as it comes into the atmosphere. Therefore, what you will observe when you blow a bubble into the air is, it will freeze as soon as it comes out of the wand. You can see this happening within few seconds and sometimes within a fraction of the time. If you touch them, you will feel it’s an ice bubble.
